This picture is from the first Lord of the Rings film called Fellowship of the Ring. This scene is when Arwen and Frodo are chased by the nine riders (i know theres four in this but i did this from a reference picture) and when they end up crossing a river Arwen summons these waves of water horses that chase the nine riders away and eventually drowning them.
